Professional Management of Homeowners Associations as a scam

OK, folks, this is a good one, very slick and sort of legal scam. This guy, and Pegasus Condominiums, does "Professional Management" for condominiums, and does the bare legal minimum of writing checks and producing a lot of stock "reports" (mostly confusing and worthless) so he cannot be sued. The scam comes in the form unfulfilled promises of professional management and services. Pegasus is unresponsive and just plain lazy in providing for advertised "Services". In other words, they promise and do not deliver. But, it gets worse than just being poor at contracting services.

Homeowners Associations (HOA's) are notorious for having disputes and tiffs among neighbors. Normally these things work themselves out but occasionally need a helping hand of reason and diplomacy. Pegasus uses a technique of riling emotions even more and making a bad situation worse so that homeowners will overlook Pegasus deficiencies and blame each other. Robert Heiman actually seems to delight  in avoiding providing good answers and then using veiled insults to upset his clients who question his lack of professional responsiveness and services. The more the homeowners fight with each other, the less they examine Pegasus' management deficiencies, and Pegasus just keeps collecting its management fees while providing poor service.

What a scam! Run a business based on the maximum number of clients for the least service possible while promising services that are delayed or not delivered at all. Then insult the client when he questions it. Dogbert (of Dilbert comics fame) could not do it better.

Our advice, to any HOA's and homeowners who are unlucky enough to use Pegasus Condominiums as professional management, is to fire them and try another company. If you have an HOA that does not need more than the bare minimum of services, maybe Pegasus will do, but the moment you find you need more services than check and report writing, at the first sign of unresponsiveness, fire them. Remember, you owe no loyalty to a management company, as you are the client, and anything less than cool advice and immediate action is a sign of bad management. In the case of Pegasus Condominiums, we have found that bad management rises to the level of a scam.

Just to give some more on this one, this guy did not file a tax return for a client Owners Association for the tax year 2004. When the government threatened to seize the building in 2007 for not filing and paying a $10.00 tax bill the Owners Association asked why he did not file the required tax return. This is an exact quote form Robert Heiman, "Our office began service in November 2004 - we would not have prepared taxes for that year". This despite the fact that taxes are filed THE FOLLOWING YEAR (2005)! You just have to laugh at the absurd con this guy is pulling of promising services that he never delivers.
